Both of Australia's largest carriers will sell you a cloud phone system. Neither of them built the one they’re selling.
This isn’t a secret and it’s not a scandal. Reselling a mature platform is a perfectly sensible commercial decision, and the platforms in question are good. Optus has been open about its business phone offering being powered by RingCentral. Telstra's unified communications products lean on global vendor platforms in much the same way. If you’re buying on brand and network, that arrangement may be exactly what you want.
It’s worth understanding what it changes, though, because it shows up in places that never appear on a feature comparison.
Where the reseller model shows
Change requests take a detour
A standard change is fine. Add a user, change a divert, order a handset. Those are in the reseller portal and they happen. It’s the non-standard request that reveals the structure: an unusual routing rule, an integration that needs a platform-side setting, a bug in a feature you rely on. Now the request has to travel from you, to the reseller, to the vendor, and the answer has to come back the same way.
The roadmap isn’t local
Features arrive when the platform vendor ships them, prioritised against a global customer base. Australian-specific needs, such as the way 1300 and 1800 numbers behave, or MOLI-based routing, sit a long way down that list. Australian platforms build those first because they have no other market.
Support has a seam
Every resold arrangement has a line where responsibility transfers. Most of the time you never see it. When you do see it, it’s because something has gone wrong in an interesting way and two organisations are each reasonably certain the fault is on the other side.
What the carriers genuinely give you
It would be dishonest to write this without the other half. The network is real. Telstra's coverage and backhaul aren’t a marketing claim, and for a business with sites in places where the alternatives are thin, that matters more than anything on this page. Enterprise SLAs, procurement panel listings and a single account manager for mobile, data and voice are real value for organisations that need them.
If you’re a 400-seat organisation with a compliance function, a procurement process and sites in regional Australia, the carrier answer is defensible and you should not let anybody talk you out of it on ideological grounds.
Who should look elsewhere
If you’re between three and a hundred people, don’t have a procurement panel, and want somebody to actually answer when you ring about a call flow, the premium is hard to justify. You’re paying roughly double per seat for a platform somebody else wrote, on a three-year term, with an extra organisation between you and the fix.
The two Australian platforms at the top of our comparison table own their own software and their own network. When something breaks, the person who can fix it works there. That’s the whole argument, and for most businesses it’s enough.

Questions
Is a resold platform worse than a native one?
Not technically. RingCentral is a mature product and it doesn’t become worse because Optus sells it. What changes is the distance between you and the people who can change something, and how long a non-standard request takes to resolve.
Why does it matter who owns the platform?
Because every escalation eventually reaches somebody with the power to fix it. When your provider owns the softswitch, that person works for your provider. When your provider resells, that person works for a vendor in another country with its own priorities and its own release cycle.
